Animal Health Production Directorate of MoFA

Animal Production Directorate (APD) is one of the Technical Directorates of the Ministry of Food and Agriculture. The Directorate has additional mandate to oversee operations of seven National Livestock Breeding Stations located in various parts of the country.

GRA ( Customs Division and Domestic Tax Revenue Division)

The Ghana Revenue Authority (GRA) is a semi-autonomous public institution established by law as a body corporate, to replace the Customs, Excise and Preventive Service (CEPS), Internal Revenue Service (IRS), Value Added Tax Service (VATS) and the Revenue Agencies Governing Board Secretariat (RAGB) for the administration of taxes and custom duties in Ghana. This represents a change in identity for the revenue agencies – CEPS, IRS and VATS. It also means a unitization of the administration of taxes and customs duties in Ghana. The merger of the three revenue agencies into an integrated and modernized revenue authority is part of a worldwide trend in which separate revenue agencies are brought together to achieve efficiency and effectiveness.

The GRA as a revenue authority is very strategic in the achievement of national goals. Therefore one important objective of the integration and modernization process is the review and modernization of processes and procedures with the view of improving the quality of service delivery to taxpayers and the general public, create a customer-oriented revenue authority and enhance voluntary tax compliance.

Plant Protection and Regulatory Services Division of MoFA

The Plant Protection and Regulatory Services Directorate (PPRSD) established in 1965 by an Act of Parliament: Prevention and Control of Pests and Diseases of Plants Act, 307 now replaced by “Plants and Fertilizer Act, 2010 (Act 803). The PPRSD is the National Institution with the mandate and capacity to organize, regulate, implement and coordinate the plant protection services needed for the country in support of sustainable growth and development of Agriculture. The national plant protection policy is Integrated Pest Management, (IPM).

Vision To render efficient, environmentally safe and economically sustainable plant protection and regulatory services that will be meeting the requirements of the clientele and thus contributing to increased food and raw material production.

Driver and Vehicle Licensing Authority (DVLA)

The Driver and Vehicle Licensing Authority (DVLA) is a public-sector organisation under the Ministry of Transport. It was established in 1999 by an Act of Parliament (Act 569), 1999. DVLA replaced the Vehicle Examination and Licensing Division (VELD). By the Act, DVLA is to provide a regulated framework for an enhanced and more effective administration of drivers and vehicles. DVLA was weaned off government subvention in March, 2016.

Energy Commission

The Energy Commission was set up by an Act of Parliament, the Energy Commission Act, 1997 (Act 541) with functions relating to the regulation, management, development and utilisation of energy resources in Ghana. The Energy Commission is the technical regulator of Ghana’s electricity, natural gas and renewable energy industries, and the advisor to Government on energy matters. Ghana Museums and Monuments Board

The Ghana Museums and Monuments Board (GMMB) is the legal custodian of Ghana’s material cultural heritage (movable and immovable heritage). The Board was established in March 1957 – on the eve of Ghana’s independence – as a result of the merger of the then interim Council of the National Museum of the Gold Coast and the Monuments and Relics Commission. The GMMB is governed by the National Liberation Council Decree (NLCD) 387 of 1969, now known as Act 387 of 1969, which was further strengthened by the Executive Instrument (E.I.) 29 of 1973.

The history of GMMB can be traced to the establishment of an Ethnographic Museum at Achimota College in 1929. That museum was transferred to the Department of Archaeology at the University of the Gold Coast, when the university was created in 1948.

Ghana National Petroleum Corporation

The Ghana National Petroleum Corporation (GNPC) is Ghana’s National Oil Company (NOC), established in 1983 by PNDC Law 64, to support the government’s objective of providing adequate and reliable supply of petroleum products and reducing the country’s dependence on crude oil imports, through the development of the country’s own petroleum resources.

The Petroleum [Exploration and Production] Law, 1984, PNDC Law 84, was subsequently enacted to provide the regulatory framework for the exploitation of the country’s hydrocarbon resources. PNDC Law 84, establishes the contractual relationship among the state, GNPC and prospective investors in upstream petroleum operations. This law also grants GNPC the right of entry into any open acreage to undertake exploration activities.

Ghana Standards Authority

The Ghana Standards Authority as part of its mandate to enforce the provisions of the Weights and Measures Act 1975, NRCD 326, has been inspecting fuel measuring and dispensing instruments in parts of the country after the first phase of the GSA routine national fuel measuring devices verification exercise.

Inspectors from the Metrology Directorate carried out unannounced inspections of fuel pumps in randomly selected fuel stationsin the Greater Accra, Central and Eastern Regions

Environmental Protection Agency

The Environmental Protection Agency is the leading public body for protecting and improving the environment in Ghana.

It’s our job to make sure that air, land and water are looked after by everyone in today’s society, so that tomorrow’s generations inherit a cleaner, healthier world. We have more than 40 years of history behind us. We have offices across Ghana working on and carrying out Government policy, inspecting and regulating businesses and reacting when there is an emergency such as a pollution incident. Food and Drugs Authority

The Food and Drugs Authority (FDA) formerly the Food and Drugs Board (FDB) was established in August 1997 under the Food and Drugs Law, 1992 (PNDCL 305B). It is the National Regulatory Authority mandated by the public Health Act, 2012 (Act 851) to regulate food, drugs, food supplements, herbal and homeopathic medicines, veterinary medicines, cosmetics, medical devices, household chemical substances, tobacco and tobacco products.

The FDA Ghana’s legal mandate is found in part 6 (Tobacco Control Measures), part 7 (Food and Drugs), and part 8 (Clinical trials) of the Public Health Act, Act 851 of 2012. The FDA is an Agency under the Ministry of Health with an eleven member Governing Board inclusive of the Chief Executive Officer who is responsible for the day to day administration of the FDA.

Ghana Atomic Energy Commission

The Ghana Atomic Energy Commission was established by an Act of Parliament, Act 204 of 1963, as the sole Agency in Ghana responsible for all matters relating to peaceful uses of atomic energy. The Act 204 was amended in 1993 by PNDC Law 308 mainly to enable it to create other institutes under the Commission. This amendment resulted in the creation of two other Institutes in addition to the National Nuclear Research Institute (NNRI) formerly Kwame Nkrumah Nuclear Research Institute (KNNRI). The two Institutes are the Radiation Protection Institute and the Biotechnology and Nuclear Agriculture Research Institute (BNARI).

The founding Act 204 of 1963 has been superseded by Act 588 of 2000 to make provision for GAEC to undertake commercialisation of its research and development results.s.

Ghana Free Zone Board

The Ghana Free Zones Authority (GFZA) was established on 31st August, 1995 by an Act of Parliament – The Free Zone Act 1995 (Act 504), is to enable the establishment of free zones in Ghana for the promotion of economic development; to provide for the regulation of activities in free zones and for related purposes. The Board operates under a regulation (L.I. 1618). Actual implementation of the Programme commenced in September 1996.

Minerals Commission

Ghana is endowed with abundant natural resources, which have played a key role in the development efforts of the country. The Ministry of Lands and Natural Resources (MLNR) was established under Section 11 of the Civil Service Law 1993 (PNDCL 327), and is mandated to ensure the sustainable management and utilization of the nation’s lands, forests and wildlife resources as well as the efficient management of the mineral resources for socio-economic growth and development. The Ministry of Gender, Children and Social Protection (MoGCSP) was created by an Executive Instrument 1 (E.I. 1) in January, 2013 as a successor to the Ministry of Women and Children’s Affairs. Ministry of Roads and Highways

Before 1982, Departments and Agencies providing infrastructure and services for the Transport Sector were placed under a number of Ministries. Notable among them were Public Works Department, Ministry of Works and Housing, Department of Social Welfare and Community Development, Ministry of Transport and Communications, Regional Organizations and Ghana Civil Aviation Authority.

In January 1982 the Ministry of Transport & Communications and the Ministry of Roads & Highways were formed with oversight responsibilities for all Transport Sector Agencies. The Ministry of Roads and Highways was in charge of road infrastructure Agencies which were the Ghana Highways Authority, the Department of Feeder Roads and later, the Department of Urban Roads.

Veterinary Services Department

The first Veterinarian (Captain Beal) to arrive in the Gold Coast was posted in May 1909 at the request of the Colonial Government. The Veterinary Services was then a Unit of the Medical Department until 1920 when it was established as a Department with headquarters in Pong-Tamale. When the headquarters was established in Pong-Tamale two sections were created in 1931; the Veterinary Section which was responsible for disease control and the Livestock Section which dealt with improvement of indigenous livestock breeds.

Wildlife Division of Forestry Commission

The Wildlife Division is one of the three divisions of the reconstituted Forestry Commission. It began as a branch of the Forestry Department of the Ministry of Agriculture responsible for wildlife issues. In 1965, it became a full-fledged line agency of the Ministry of Forestry known as the Department of Game and Wildlife, which later changed to Wildlife Department after the adoption of the Forestry and Wildlife Policy of 1994.

In the intervening, the Department moved from the Ministry of Forestry to the Ministry of Lands & Mineral Resources, Lands & Natural resources to the present Ministry of Lands & Forestry. It is responsible for all wildlife in the country and administers 16 Wildlife-Protected Areas (PAs), 5 coastal Ramsar Sites and the Accra and Kumasi Zoos. It also assists with the running of 2 community owned Wildlife Sanctuaries.

Timber Industry Development Division

The Timber Industry Development Division (TIDD) has evolved from various post-independendce attempts, dating back to the early 1960s, at rationalizing the utilization of Ghana’s timber resource base along sustainable and development -oriented lines. These ideals cumulated in the establishment of the Ghana Timber Marketing Board (GTMB) in 1963 to regulate the export of timber and wood products. GTMB performed three key roles- export promotion market information dissemmination and timber inspection grading which, among other things, encompassed provision of data on the timber industry, product development, quality control, contract verification, approval and issuance of export permit.
